Just last month he was charged with trafficking related to incidents in Vancouver and North Vancouver last November. He was due in Provincial Court next month.

He also had other charges and convictions over the last decade, but was working steadily according to what friends posted on Facebook.

Family and friends were paying tribute to him online Wednesday, saying he loved children and animals and doted on his mother and other relatives.

Police say that a vehicle fled from the murder scene immediately after the shooting and investigators are now canvassing the neighbourhood for witnesses and video surveillance footage.

Jane said anyone with dash cam or cell phone video who was in the area of the shooting Tuesday afternoon is asked to contact IHIT immediately.

“It is still early in the investigation but we believe Mr. Bourne was targeted for murder,” Jang said.

He said IHIT is working closely with Surrey RCMP. No word yet about whether the death is targeted or linked to other recent slayings on the Lower Mainland.

Anyone with information is asked to contact IHIT at 1-877-551-4448 or ihitinfo@rcmp-grc.gc.ca.
